Our relationship with the States of Guernsey has developed into a model for modern public-private collaboration - one rooted in trust, shared purpose and a commitment to delivering meaningful outcomes for the island.
Over the past year, we’ve worked side by side to modernise services, strengthen capabilities and create the foundations for long-term digital transformation.
From the outset, both teams – ably led at the States by Chief Digital & Information Officer Ge Drossaert and Chris Ash and Mark McLachlan at C5 Alliance - approached this partnership with a clear and aligned goal: to deliver practical, sustainable improvements that make every day count for the people and services that depend on them. It’s this shared mindset - focused on outcomes, not transactions - that has shaped a genuinely collaborative way of working.
Prioritising long‑term value over short‑term gain
A defining feature of this partnership is the balance of mutual investment. C5 have invested significant time, expertise and resources into supporting the States of Guernsey through this critical stabilisation of their IT support services. In return, the States have created a constructive environment where ideas can flourish and challenges are tackled together.
One example demonstrates this commitment clearly. During the first year of delivery, there were several points where it would have been both possible and commercially reasonable to raise change requests. Instead, we made a deliberate decision not to do so.
Maintaining stability, momentum and trust was more valuable than generating short‑term revenue.
This approach reflects who we are: a long‑term partner, not a transactional supplier.
This behaviour is mirrored across multiple engagements with the States - from project management support within the Electronic Patient Records programme to system administration, UAT leadership and Fileshare modernisation. In every case, our focus has been on continuity, transparency and shared responsibility.
Innovation with purpose
Innovation has been central to the progress we’ve made together - but innovation in this relationship goes beyond tools and technology. It’s about shaping better ways of working, making processes clearer and enabling teams to make confident decisions.
Across all engagements, we have brought together multidisciplinary expertise spanning project delivery, business analysis, strategy, change and IT Service Delivery.
By combining this breadth of capability with local knowledge, we’ve been able to tailor solutions to Guernsey’s unique needs rather than simply implementing off‑the‑shelf approaches.
Whether designing improved service processes, strengthening programme governance, or supporting vital health and community systems, our role has often been to act as the catalyst - accelerating progress, unlocking productivity and creating the space for long-term improvement.

A partnership that grows stronger each day
Another distinctive aspect of the relationship is its consistency. Ge Drossaert and his leadership team in Guernsey have provided continuous oversight across engagements, giving the States of Guernsey a stable point of contact and ensuring knowledge is retained throughout the lifecycle of every project.
This continuity has strengthened trust and enabled smoother delivery - especially in complex, multi‑stakeholder environments.
Our partnership is now entering what we would describe as the ‘norming’ phase: a stage where ways of working are established, trust is embedded and collaboration becomes more fluid.
